THE GOVERNING COUNCIL
The Africa Future Leaders Institute of Global Affairs’ (AFLIGA)’ Governing Council serves as the apex governance and advisory body of the Institute (AFLIGA). It is a strategically constituted group entrusted with ensuring the effective realization of AFLIGA’s mission and strategic objectives. The Council oversees AFLIGA’s governance, financial accountability, program relevance, and stakeholder engagement, to ensure the Institute’s alignment with its vision for transformative leadership and enterprise development in Africa.
Structure and Composition
The Council comprises of a diverse array of accomplished individuals selected based on their expertise, commitment to AFLIGA’s mission, and alignment with Pan-African ideals. Members include leaders from academia, national and international public service, governance, enterprise innovation, sustainable development, and civil society organizations. AFLIGA ensures representation of gender, regional diversity, and expertise to reflect the institute’s inclusive values.
Term of Office
- Members shall serve a three-year term and may be reappointed for a second term based on performance.
- In case of a vacancy due to resignation, incapacitation, or other reasons, the position shall be filled by the appointing body for the remainder of the term.
Dr. Joseph Attah-Mensah

Dr. Joseph Atta-Mensah
Dr. Joseph Atta-Mensah served as a Principal Policy Adviser in the Macroeconomics and Governance Division at the United Nations Economic Commission for Africa (UNECA) until August 2023. His responsibilities included ensuring that key policy findings from ECA research were used to support policy implementation at national, sub-regional, and continental levels. He worked on various issues, including regional integration, trade, macroeconomics, monetary economics, and economic models, and collaborated closely with the African Union Commission, African Development Bank, and African Regional Economic Communities.
At UNECA, Joe led teams providing policy advisory services to national, sub-regional, and regional institutions, assisting them in formulating strategies, programs, and projects on macroeconomics and monetary economics. He held various leadership roles, including Director of the Office of Strategic Planning and Programme Management, where he oversaw program planning, policy coordination, and monitoring and evaluation of ECA’s program of work.
Joe also served as Director of Regional Integration, Infrastructure, and Trade at UNECA, focusing on research and analysis of regional integration, infrastructure, and trade policy issues in Africa. He advised governments, African Union Commission, Regional Economic Communities (RECs), and other stakeholders on regional integration, infrastructure, trade, and macroeconomic issues.
Before joining UNECA in July 2004, Joe worked as a Senior Economist at the Bank of Canada. He holds a doctorate degree in Financial Economics from Simon Fraser University in British Columbia, Canada, and has published several refereed scientific articles. His research interests include regional integration, macro- and monetary economics, and economic development.
Dr. Wardah M. Rajab-Gyagenda

Dr. Wardah M. Rajab-Gyagenda
Dr. Wardah M. Rajab-Gyagenda, is the Deputy Vice Chancellor in charge of Academics, Research, Innovation, and Internationalization at Kampala University, Uganda. She attained her BA degree from Makerere University – Uganda. Both her MSc and PhD degrees from the USA in Agricultural & Applied Economics and International Affairs & Development, respectively.
Dr Rajab-Gyagenda is an expert in Organizational Development and Strategic Planning. She has been instrumental in providing the necessary leadership, management, and direction at Kampala University’s five campuses. She also serves as a Council/Board member of the two BDK International Network – sister Universities in Kenya and Rwanda. She ensures quality academic operations, strength, and efficiency through constructive and energetic leadership style, as guided by the philosophy, mission, vision, and strategic objectives of the University.
Prior to Kampala University, Dr Rajab-Gyagenda in notable institutions in the USA and Uganda where she accorded unique management styles through Research and Innovations to provide scientific, reliable, relevant, quality information to facilitate data-driven planning, budgeting, and evaluation. She integrates research outcomes and knowledge management systems in institutional planning and decision making. She conducts operations that address the acquisition of/or development of new knowledge information systems to meet current and projected needs. She develops strategies, trains and builds capacity that supports project sustainability.
Most Importantly, Dr Rajab-Gyagenda, is an outstanding scholar, an ardent community development, and an astute supporter of environmental protection and preservation. She has participated in different capacities in several fora in Uganda, East Africa, the United Kingdom, and the USA to engineer innovative ways to support underserved communities through service and microfinancing, as well as create environmental awareness and sensitization. She has interacted with top government officials, political leaders, and key stakeholders to champion green approaches and sustainable agribusiness as the key solution to climate mitigation.
Dr Rajab-Gyagenda, is a community-oriented person. She cherishes family and community empowerment. Her desire to champion community empowerment, environmental protection and preservation in the region, stems from the conviction that this initiative will rapidly enable a critical mass of the poor communities in the east African region to attain Middle Income Economic Status [MIES].
Dr Rajab-Gyagenda enjoys a vast knowledge of the east African region, its people, languages and the socio-economic, geo-politics. This knowledge helps her to relate well with the people from the neighboring countries to promote community empowerment, environmental preservation and conservation.

His Ex. Mr. Mamadou Biteye
His Excellency Mr. Mamadou Biteye has over 30 years of experience in capacity building across Africa and beyond, gained through work in the private and public sectors, including with leading international development agencies. His expertise in Africa’s development sector includes work in strategic leadership, program development and implementation, public policy analysis, advocacy, campaigning, and community participatory development.
In May 2022, the executive board of the African Capacity Building Foundation (ACBF) appointed Biteye as Executive Secretary. Previously, he served as Visa’s Vice President and Global Head of Inclusive Growth, and before that as Regional Head of Social Impact for the Central and Eastern Europe, Middle East, and Africa region. In those roles, he collaborated with non-profit clients and government organizations to bring Visa’s social impact vision to markets around the world.
Prior to joining Visa, Biteye worked as Managing Director of the Africa Regional Office of the Rockefeller Foundation, overseeing the foundation’s work across the continent. This included work on youth employment, health, philanthropy, agriculture, and food security. During this assignment, he led the implementation of programs that enhanced youth skills. This included the Digital Jobs Africa initiative, under which over 160,000 youths received employability training, and the formation of the Global Impact Sourcing Coalition.
Biteye’s work experience in capacitating vulnerable populations also included programs to support women. In a previous role as Oxfam’s Regional Director for West Africa, Biteye co-designed Saving for Change, an innovative microfinance program that has improved outcomes for more than 700,000 women in Mali and Senegal.
Biteye serves as an advisor and board member of the World Bank’s Solutions for Youth Employment, the African Women Impact Fund, the Center for African Philanthropy and Social Investment at the University of Witwatersrand, the Global Mentorship Initiative, and myAgro. In 2019, The Africa Report listed him among the 100 most influential Africans.
Biteye holds a master’s degree in agricultural economics from Ohio State University and a master’s and bachelor’s degree in agricultural economics from the Crimean Agricultural Institute.

Dr. Emmanuel Dei-Tumi is one of Africa’s most respected authors, strategic thinkers, leadership strategists, corporate trainers, and keynote speakers. Emmanuel is a true Pan-Africanist, currently in charge of the strategic direction of Human Capital International Africa, a leadership and contemporary management development business entity, as the President and Chief Copywriter.
He is the founder and chief strategist of the Channel ‘63 Network, which plays an advocacy role in how faith-based institutions in Africa can become enablers of SMEs and active players in the African Continental Free Trade Area (AfCFTA) and the Africa Agenda 2063—The Africa We Want.
He is the author of 14 bestselling entrepreneurship-related and personal leadership development books, including In Pursuit of Purpose, Strategic Positioning, Tales of Great Achievers, The Miracle of the Mind, and How to Increase Your Income as an Employee.
Education
Emmanuel holds a doctoral degree in Business Administration from Swiss Business School, Switzerland.
He has two master’s degrees: one in applied business research from Swiss Business School, Switzerland, and another in governance and leadership from the Ghana Institute of Management and Public Administration (GIMPA).
He also holds a certificate in contemporary management from Noble International Business School, Ghana.
He has been married to Dora for over three decades, and they are blessed with three hardworking professionals: Dr. Sharon (Medical Doctor), Kelvina-Dorcas (Risk Analyst), and Emmanuel Jnr. (Esq.).

Hon. Monica Mutsvangwa
Honourable Senator Monica Mutsvangwa is the Zimbabwean Minister of Women Affairs, Community, Small and Medium Enterprises Development. She is passionate about women’s empowerment and, throughout her political career, has championed this cause.
Over the past two decades, Honourable Mutsvangwa has held several women leadership positions, including:
- Chairperson for the Women’s Parliamentary Caucus
- Vice President of the SADC Parliamentary Forum
- Chairperson of the Standing Committee on Gender Equality, Women’s Advancement, and Youth Development

A veteran of the liberation struggle, Hon. Mutsvangwa served in post-independent Zimbabwe in the diplomatic corps in Belgium, New York (USA), and China, where she was the President of the African Diplomatic Spouses Association.

Honourable Minister Monica Mutsvangwa holds a Bachelor of Business Administration (BBA) from the City University of New York (CUNY), USA. She also holds a Master’s Degree in Business Administration from Rutgers University in New Jersey, USA.
She was also recently listed among the top 100 most influential women in Africa at the 3rd Edition of the African Women Conference in Addis Ababa, Ethiopia.
Honourable Mutsvangwa is married and a mother of four children. Outside her political work, she is an accomplished farmer and a business consultant in the telecommunications sector. She also devotes her time to fundraising for the disadvantaged in her community and mentoring the next generation of female leaders.
Rev. Prof. Paul Frimpong-Manso

Rev. Prof. Paul Frimpong-Manso
Rev. Prof. Paul Frimpong-Manso is a well-respected global leader with over forty (40) years in Christian ministry and executive leadership. He is a Senior Reverend Minister, an Author and a Motivational Speaker.
He was the President of the Ghana Pentecostal and Charismatic Council, the largest Christian body in Ghana, the past Chairman of the Ghana Evangelism Committee and until recently (August 2022) was the General Superintendent of the Assemblies of God, Ghana.
As the immediate past General Superintendent of the Assemblies of God, Ghana he set up the “Vision 3,000” which helped the church to successfully plant 3,000 local Churches within five (5) years. Thus, he was able to mobilize churches strategically and reposition them to be one of the key Christian Organisations in the country. Rev. Frimpong-Manso’s instrumental leadership led to the construction of an ultra-modern Head Office Complex for the Assemblies of God, Ghana, initiated the Pastors Welfare Policies and Systems, revitalized Prime Insurance Company for it to be among the leading insurance companies in Ghana amongst other developmental projects for the church.
Paul, has equally been influential within the corporate world by serving on over twenty (20) corporate boards including financial institutions. Paul presently is the Board Chairman of eTranzact Ghana Limited, the Board Chairman of Kwamanman Rural Bank PLC, the Board Chairman of Thrivus Institute as well as the Council Member of Christian Service University. Also, he is a Board Member of the Henry Djaba Memorial Foundation to name but a few.
For national duties, he serves as the Board Chairman of the National Commission on Small Arms and Light Weapons and a member of the National Board of Trustees for the National Cathedral. Additionally, he was a Member of the Eminent Advisory Committee of the Electoral Commission.
Currently, he is the Founder and President of Frimpong-Manso Institute, a Christian think-tank organization seeking to transform persons and societies through apolitical, faith-based, factual and ethical intervention.
Paul is a Professor in Ministry and Theology from the Global University Springfield- MO USA. He holds a PhD in Theology from the University of Wales (UK), an Honorary Doctorate from the Pan African Theological Seminary/Clergy Council, a Master of Arts (MA) from the University of Sheffield, a Cambridge Diploma of Religious Studies from University of Cambridge (UK) and many other qualifications. He also serves as the council chair of the Christian Council University.
He is married to Rev. Mrs. Gladys Frimpong-Manso, a seasoned ordained minister of the Assemblies of God, Ghana and they are blessed with four (4) adult children. Rev. Prof. Paul Frimpong-Manso has, and still travels extensively to preach, teach in Bible Colleges as well as to speak at conferences and seminars globally.

Nana Prof. George J. Sefa Dei
Ghanaian-born George Sefa Dei is a renowned educator, researcher and writer who is considered by many as one of Canada’s foremost scholars on race, anti-racism studies, Black and minority education, African Indigeneity and anti-colonial thought. He is a widely sought after academic, researcher and community worker whose professional and academic work has led to many Canadian and international speaking invitations in US, Europe and Africa. Currently, he is Professor of Social Justice Education & Director of the Centre for Integrative Anti-Racism Studies at the Ontario Institute for Studies in Education of the University of Toronto (OISE/UT).
On May 6, 2024, Professor Dei received an honorary doctorate from the University of South Africa at the University’s convocation ceremony with an address at the University’s convocation. On June 8, 2024, Professor Dei again received an honorary doctorate in Social Work from Algoma University in Sault Ste. Marie, Ontario. Professor Dei is the 2015, 2016, 2018-19 Carnegie African Diasporan Fellow. In August of 2012, Professor Dei also received the honorary title of ‘Professor Extraordinarius’ from the Department of Inclusive Education, University of South Africa, [UNISA].
In 2017, he was elected as Fellow of Royal Society of Canada, the most prestigious award for an academic scholar. He also received the ‘2016 Whitworth Award for Educational Research’ from the Canadian Education Association (CEA) awarded to the Canadian scholar whose research and scholarship have helped shaped Canadian national educational policy and practice.
He is the 2019 Paulo Freire Democratic Project, Chapman University, US – ‘Social Justice Award’ winner. In April of 2021, Professor Dei received the 2021 Lifetime Achievement Award from the Ontario Alliance of Black School Educators [ONABSE] for his long-standing work promoting Black and minority youth education. Also, Professor Dei in October 2023, was named by Silvertrust Media as one of the 100 most influential Black Canadians nationwide. He received this award at the African History gala where he was chosen as the keynote speaker.
In March of 2023 Professor Dei received the highly prestigious ‘2023 President’s Impact Award, given to a University of Toronto scholar whose work has reached beyond walls of academia to significantly impact local communities, nationally and internationally. In April 2023, Professor Dei was given an Honorary Research Associateship in The Centre of Excellence in Disabilities, University of South Africa, [UNISA]. Professor Dei has forty-seven (47) books, over eighty (80) refereed journal articles, as well as 78 chapters in books to his credit.
It is also significant to note that since 2008. Professor Dei has been a Fellow of the Centre for School and Community Science and Technology Studies [SACOST], and The Institute for Educational Research and Innovation Studies [IERIS], University of Education, Winneba, Ghana He has worked to co-published with University of Education faculty and staff, taught and mentored students, including working with SACOST as a Carnegie African Diasporan Fellow and in Visiting Professorships. Nana Professor Dei has also collaborated in research, teaching and publishing works with faculty and staff in other African universities, particularly, The University of South Africa, UNISA.
Finally, in June of 2007, Professor Dei was installed as a traditional chief in Ghana, specifically, as the Gyaasehene of the town of Asokore, Koforidua in the New Juaben Traditional Area of Ghana. His stool name is Nana Adusei Sefa Tweneboah.

Hon. Mark Katsonga Phiri
Hon. Mark Katsonga Phiri, born on July 29, 1951, in Blantyre, Malawi, is a prominent Malawian businessman and politician. He is the founder and managing director of Candlex Limited, established in 1983, and has been involved in various other business ventures, including Agma Holdings Ltd, Axa Coach and Bus Limited, a notable bus service provider in Malawi.
He served as executive committee member of the Malawi Chamber of Commerce and Industry and later became its Chairman and then It’s President after changing its constitution and renaming it “The Malawi Confederation of Chambers of Commerce and Industry”
In his political career, Katsonga Phiri has served as a member of the Malawi Parliament and is the leader of the People’s Progressive Movement (PPM). He was appointed as Malawi’s Minister of Trade and Industry on January 26, 2022, serving until January 31, 2023.
Throughout his life, Katsonga Phiri has demonstrated a commitment to entrepreneurship and public service, contributing significantly to Malawi’s business and political landscapes.

Sheik Shehu Dalhu Abdul-Mumin
Sheik Shehu Dalhu Abdul-Mumin is a renowned Islamic cleric and the leader of the Shia Muslim Community of the northern region of Ghana. He is also a traditional ruler, serving the people in the Zango Community in Tamale, Ghana. Notable among his services to humanity is philanthropic activities and spiritual help.
His eminence, has earned for himself a remarkable recognition and veneration from people across the country for his well-guided behavior and outstanding character. His philosophy is simply a resolve to serve Islam and humanity in honesty.
Shehu Dalhu Abdul-Mumin is a great orator which has earned him a title “Mai Hikma” which means “Man of Wisdom”. He is an excellent mouthpiece whose voice transcends race and creed, finding rest in sound hearts. His footprints are all over the length and breadth of the country.
His Spiritual Holiness, has earned a mark as a champion of the course of environmental conservation through afforestation. Tree planting is one of the dearest to his heart, a reason for which he launched Dalhu Greening Project which has since planted over 50,000 trees across the northern region of Ghana.
Shehu Dalhu Abdul-Mumin is a devoted statesman who has served and still serving in many portfolios of national interest. He was a Board Member of the Zongo Development Fund and currently the chairman of the National Association of Zango Chiefs. He has to his credit, many awards as recognition of his contribution and dedication to the nurturing and reshaping of personalities and the development of Ghana. Recent among these are The Mu’alim (Educator) of the Year Award by Ghana Muslim Achievers Awards 2021; and the Religious Speaker of the Year by Ghana Lifestyle Awards, 2022.

Professor Vincent Chinedum Anigbogu obtained his bachelor’s degree in chemistry in 1978 and master’s degree in Analytical Chemistry in 1981, both from Indiana University of Pennsylvania, Indiana, in Pennsylvania, USA. He completed his Ph.D. degree in Analytical Chemistry in 1986 at the University of Alabama, Tuscaloosa. He taught Analytical Chemistry for over twenty years from August 1980 as a graduate assistant to May 2004 at four different universities in the USA. In 2006, Professor Anigbogu returned to Nigeria to devote full-time effort towards the development of leaders with leadership and management competencies necessary for the transformation of the Africa.
Professor Anigbogu established the Institute for National Transformation (INT) in Lagos, Nigeria in September 2007 for which he serves as the Director General. The Institute focuses on developing “no excuse” leadership of integrity and exceptional organizational skills from both the private and public sectors throughout Africa. Such leaders should proffer performance instead of pronouncements, expertise and competence instead of title and position, pioneer bold and progressive initiatives instead of dictatorship and control; and leave lasting legacy in the continent instead of failures and excuses. INT has training centers in Nigeria, Uganda, South Africa, Ivory Coast, and Atlanta (USA).
In 2021, Professor Anigbogu was appointed a Distinguished Professor at Department of Philosophy and the Pioneer Executive Director, Centre for Ethical and Moral Leadership (CEMoL) at Akwa Ibom State University – a platform to raise value-based eaders within the university and also in the community. In 2024, he was invited by the government of Uganda to start Youth Empowerment in Agripreneurship Programme (YEAP) by establishing Busitema University Agro Entrepreneurship Centre (BUAEC) to raise youth agripreneurs.
He is married to Peggy for over 32 years. They work and travel together world-wide as consultants to business establishments, State and National governments, Universities, and Faith-based organizations. Professor Anigbogu admits: “I have an unquenchable passion for a new Africa and to see a fulfilled God’s vision for the people of African descent.”

Jabel Kwasi Okyere is an Assistant Clinical Professor at McMaster University in the Department of Psychiatry and Behavioural Neurosciences. His academic interests include undergraduate medical education and inter-professional working practices.
Jabel holds a Bachelor of Arts Degree ( B.A, Hons) from McMaster University. He also holds a Bachelor of Social Work Degree (B.S.W.) from McMaster University’s School of Social Work. He pursued his postgraduate studies at the University of Toronto where he obtained his master’s degree in social work (M.S.W.)
Jabel is a registered/certified social worker in good standing in Ontario-Canada. He is an Associate Director of Holistic Mind and Body Wellness Inc, and a Consultant with HM Consulting Solutions Inc., in Toronto-Canada.
He has professional exposure in Social Policy Research and Analysis, Social Justice, Community Organizing and Development. Jabel has spent over two decades shaping conversations in areas such as health and gender equity, child welfare, systemic change, and advocacy.
For several years, he was a member of the Program Advisory Committee of Sheridan College’s Social Service Worker Program in Oakville-Canada. With his innate passion for Democracy, Human Rights and Social Justice, Jabel was a staunch member of the Amnesty International Group 75 in Canada for several years.
In the early years of his rich professional journey, he was a Researcher with the Policy and Planning Department of the Regional Municipality of Halton and was among the team assigned to investigate how Police and the community could work collaboratively and proactively to improve Police and Minority Youth relations in the Region of Halton, after a turbulent period of mistrust and confrontations in Toronto.
Jabel has the passion to raise champions and facilitate community capacity building. He was the “Guest of Honour” at the 2016 Strategic Future Leaders’ Conference held at Kwame Nkrumah University of Science and Technology (KNUST) in Kumasi-Ghana in June 2016. He currently serves on the Advisory Board of Human Capital International.

He combines a keen sense of humor with a dynamic teaching style that translates complex biblical principles into practical applications. He speaks regularly at leadership conferences, churches, and business seminars and his messages are known to motivate and encourage individuals to uncover their leadership potential. With a heart of compassion for the broken and downtrodden, his messages have been known to motivate and encourage the people of God to maximize their God-given potential.
Dr. Frank studied at the Spurgeon’s Bible College in London, Fuller Theological Seminary in California, Centre Europeen de Reserches Internationales et Strategiques (CERIS) in Belgium and Vision International University, California. He is an author and noted educator and has served as a Director of the South London Christian College in London, England. Dr. Frank is also the founder and president of the Institute of Leadership and Development (iLEAD). Dr. Frank and Mary, his wife live in Atlanta, Georgia.

Emmanuel Dei-Tumi Jr. is a highly skilled legal professional with a strong background in corporate and litigation practice. He holds a Bachelor of Laws (LL.B.) from the University of Ghana, where he graduated with First-Class Honours. His academic excellence earned him the Lebanese Scholarship Award for four consecutive years, recognizing him as one of the top four students in his class.
He proceeded to undertake the Professional Law Course at the Ghana School of Law and was called to the Ghana Bar. Since his call, Emmanuel has been practicing with Kulendi@Law, one of Ghana’s most prestigious law firms, where he has gained extensive experience in both litigation and corporate law.
As a trial lawyer, he has participated in over 100 trial cases, appearing before the Superior Courts of Ghana in various capacities. In addition to his litigation expertise, he plays an integral role in the firm’s corporate law practice, forming part of the legal team that represents several multinational corporations. His work involves advising on regulatory compliance, corporate governance, and strategic legal matters.
